John Toomey is an experienced executive and fractional CFO with over 30 years of leadership in technology-driven and high-growth companies. He has served in senior roles including CEO, COO, and CFO at multi-million-dollar businesses, with deep expertise in strategic planning, financial forecasting, investor relations, and building shareholder value.
He has led finance and operations across sectors such as SaaS, AI, sensor technology, telecommunications, manufacturing, supply chain, and social services. He has been the first finance leader at multiple startups, where he built accounting systems, forecasting models, management reporting, and supported complex transactions including audits, restructurings, and SPAC processes.
He currently serves as CFO of Ninth Ocean Strategies Inc., where he leads the firm’s fractional CFO and business strategy services, helping clients strengthen their financial foundations, scale responsibly, and make confident, data-driven decisions.
Victor A. Nezu, Esq. is a seasoned tax attorney and business lawyer with decades of experience in tax law, international taxation, business law, investment funds, and real estate investing. A graduate of Boston University School of Law and the Boston University Graduate School of Management (J.D./MBA), he is admitted to practice in New York, New Jersey, and before the U.S. Supreme Court.
Throughout his career, he has advised entrepreneurs, investors, and companies on complex cross-border tax structures, entity formation, fund and deal structuring, and real estate transactions. He currently serves as tax law advisor and legal counsel to Ninth Ocean Strategies Inc., where he helps clients navigate sophisticated domestic and international tax planning, business structures, and compliance with a practical, business-focused approach.
Joseph K. Choi is a highly accomplished tax professional with decades of hands-on experience in small business taxation, compliance, bookkeeping, and accounting. Before becoming an Enrolled Agent (EA), he served as a vice president at several banks, heading their tax departments and overseeing complex corporate tax matters. As an EA—the highest tax credential awarded by the IRS—he is federally licensed to represent taxpayers in all matters before the IRS. Over the course of his career, he has prepared and reviewed more than 30,000 tax returns, spanning startups, growing small businesses, eight-figure corporations, 501(c)(3) nonprofits, trusts, estates, and multinational entities. His client base includes businesses and individuals across all 50 states, as well as foreign‑owned U.S. entities and expatriates. He now focuses exclusively on business and individual tax preparation and planning.

Adeel Qureshi leads the bookkeeping services at Ninth Ocean Strategies Inc., bringing more than 15 years of hands-on experience in accounting, bookkeeping, and financial management. As a certified QuickBooks Pro Advisor, he ensures clients have accurate, organized, and up-to-date financial data they can rely on for smart decisions.
Throughout his career, Adeel has supported a wide range of businesses—including property management companies, tech startups, medical practices, e-commerce brands, content creators, franchise restaurants, gyms, and auto repair shops—giving him a deep understanding of the operational and financial realities across multiple industries.
